Gen. Eleazar: Improved Police Security in NCR brings in more Tourists, Balikbayans

NCRPO Chief P/Maj. Gen. Guillermo Eleazar acknowledged the vital role that ‘peace and order’ plays in the success of the Philippines’ tourism industry.

NCRPO Chief P/Maj. Gen. Guillermo Eleazar

During a press briefing on the coming Investour Forum sponsored by the Philippine Chamber of Commerce and Industry (PCCI) in Taguig City, Gen. Eleazar yesterday shared that tourism has been a major contributor to the gross income of the country and should thus be supported by the police force and has vowed to enhance the NCRPO’s drive against criminality and violence in the National Capital Region (NCR).

“As in all business investment endeavors, peace and order is a pre-requisite to the success of our tourism industry,” Eleazar stressed. “The support towards the tourism industry sectors provided by the police is therefore critical and essential,” he added.

The NCRPO chief noted that one of the most dreaded pronouncements that a country can get is a travel ban which is generated by two factors: the peace and order situation of the area and health concerns in epidemic proportions.

“From our end here in Metro Manila, we have classified special places and festivals as special tourism points, so that we may provide these places and events the necessary emphasis in terms of police service and support,” Eleazar declared.

According to the NCRPO chief, the classified places include places of historical significance such as the Rizal Park and Paco Park. Other areas included in the classification are five-star hotels and casinos, big shopping malls, business circuits and churches with historical significance.

“With a basic strategy of increasing police presence in these areas, we have had a successful and healthy circulation of foreign and domestic tourists, including balikbayans,” Eleazar revealed. “From January to August of this year, the Department of Tourism and our police districts have tallied 38,183,193 tourists here in Metro Manila alone,” he added.

The NCRPO chief attributed the perky tourism industry in Metro Manila to a robust peace and order situation. “Compared to the last three years of the previous administration, the Duterte administration has recorded a 58% decline in the volume of major crimes, such as murder, homicide, rape, theft, robbery, kidnapping, carnapping, motornapping, and serious physical injuries.”

He then proceeded to attribute the improved peace-and-order situation to eight factors:
- The government’s successful war on drugs
- The increase in the police force that has boosted police presence
- The role of media in sending a clear message that the police force is doing its job
- The serious internal cleansing instituted in the NCRPO
- New communications technology and the advent of social media
- The increase in the salaries of the police
- The president’s order to implement local ordinances against certain night-time activities
- The NCRPO’s Intensified Cleanliness Policy or ICP.

Gen. Eleazar ended his talk by emphasizing that the NCRPO cannot sit on their laurels. “The quest for the ideal peace and order situation is a never-ending grind for any nation, especially in a developing country like ours,” he stressed.

The press briefing, which was held at the Manila House in Bonifacio Global City, was about the coming “Investour Forum on TIEZA’s Flagship Tourism Enterprise Zones.”

The forum will be held at the Centennial Ballroom of the Manila Hotel, Manila on October 15. The Forum will focus on the Implementing Rules and Regulations of the fiscal and non-fiscal incentives as approved by the Bureau of Internal Revenue (BIR) and clarify the difference between the 12 Tourism Enterprise Zones (TEZs), five Flagship Tourism Enterprise Zones (FTEZs), and thousands of Registered Tourism Enterprises (RTEs).

The APHF6 with the theme “Housing at the Center” will serve as an Urban Thinkers Campus under the UN Habitat’s World Urban Campaign.

The Urban Thinkers Campus is an initiative of UN-Habitat conceived as an open space for critical exchange between urban researchers, professionals, and decision-makers who believe that urbanization is an opportunity and can lead to a positive transformation. The agenda of APHF6 is also in line with the United Nations Conference on Housing and Sustainable Urban Development (Habitat III), which was recently held in Quito, Ecuador.

The two-days forum has enlisted veritable thought leaders in the housing sector across the region as speakers and panel resource persons to share their insights and jointly analyze problems besetting each country and how some have successfully licked the homelessness situation in the urbanizing centers.
“As a collective group, advocating and relentlessly pursuing a single purpose of totally eliminating poverty housing in the Philippines, we can do a lot. It is not an impossible dream because it has been done in other countries at a time when they were still developing. There are successful models in other countries where the poor were given a chance to break the cycle of poverty by providing them a decent, affordable home which become a platform for their development,” said Charlie S. Ayco, CEO, Habitat for Humanity Philippines.

The two (2) days program with an anticipated attendance of 500 multi-sector thought leaders and stakeholders in housing will focus on four themes/tracks:

Technology for affordable housing:

Presenting the latest technologies that can bring social good, ranging from construction materials to satellite mapping methodologies and web applications.

Innovative partnerships:

Highlighting the potential or multi-level partnerships in achieving goals related to poverty alleviation and the provision of affordable housing in the Asia-Pacific region.

Resilience and social development:

Focusing on how affordable housing can lift entire communities out of poverty, protecting people from natural disasters and generating livelihoods.

Dystocia (Difficulty in Mother's Labor) Forum hosted by ManilaMed

Hospitals and healthcare institution provides patient treatment with specialized medical and nursing staff and medical equipment. Hospitals adopt strategies to address challenges or proactively reinforce their values, and will make waves in their healthcare.  Medical staff and doctors who are eminent in their areas of specialty always do research and always teach staff, nurses, and medical students more.

* ManilaMed

ManilaMed values the good of every patient before anything else. This is why ManilaMed strives to equip them with only state-of-the-art medical equipment and the country’s top healing professionals, still with compassionate healthcare at their very core.

What touches more my heart about ManilaMed is their creed, “For every person who walks through our doors we promise nothing but our very best – all in the interest of making them feel better." From this, I concluded to myself that they’re not just a typical hospital in the country. They are healing professionals with a heart for the patient. They are not just doing their job; they are inspiring every patient as instruments to really feel better.

Moreover, ManilaMed values the good of every patient before anything else by responding to the needs of the community in the preservation of health through education, training and research.

* Center for Women's Health

As the first hospital in the Philippines to provide a center specifically for women, ManilaMed has 5 major subspecialties that are now housed in this one stop shop center – Center for Women’s Health, all of them concerned with health conditions specifically for females.

Dra. Maynila Domingo

Last February 16, a forum about Dystocia (Difficulty in Labor) was hosted by ManilaMed at Dr. Paulo C. Campos Hall of the hospital located at UN Avenue, Manila.

I was glad that I was invited to participate in the forum about Dystocia attended by medical students, health professionals, patients, and the general public.

I have learned a lot of things during the forum that I can relate into as a mother. I am glad to share to you what I have discovered which can be of great help for all mothers and soon-to-be mothers.

Dra. Maynila Domingo of ManilaMed’s Maternal and Fetal Medicine was the speaker during the forum whom I have learned many things in understanding the process of normal labor and delivery, the causes of dysfunctional labor, the risk factors for dysfunctional labor, and the management and prevention of dysfunctional labor.

First, let us know what Dystocia is.

The word dystocia, as what Dra. Domingo said is a difficult labor, abnormal labor, difficult childbirth, abnormal childbirth, and dysfunctional labor.

Dystocia is a dysfunctional labor from failure of the expulsive power of the womb, from obstruction to the birth passage or from abnormalities in the size, shape or presentation of the baby.

LABOR is the process that leads to childbirth. It begins with the onset of regular uterine contractions and ends with delivery of the newborn and expulsion of the placenta. It is undoubtedly true that pregnancy and birth are part of a physiological processes, and as such, labor and delivery should be considered to be normal for most women (Lawrence, 2012)

DELIVERY
  • Expulsion of the fetus from the uterus

  • VAGINAL
      - Normal spontaneous vaginal delivery
      - Assisted vaginal delivery (forceps, vacuum)

  • ABDOMINAL
       - Caesarean section

During the Dystocia Forum, Dra. Domingo shared the factors that influence labor and delivery and she presented the 5 P's of Labor :
  • Passage
  • Position
  • Passenger
  • Psyche
  • Power

The Dystocia Forum was a great medium for medical students. I have also learned a lot about dysfunctional labor on childbirth.

From this forum, I have realized the essence of being a mother. A mother’s duty is to raise her children the way she deems right, so that they may become as responsible as her, to make sacrifices for those she loves and to give of her best. Good thing there’s Center for Women’s Heath wherein women can take care of themselves better with quality services from ManilaMed’s healing professionals. I must say there is a need to take ManilaMed’s new Center for Women’s Health on the spotlight.

Being a mother means being there to teach your child important rules and roles of life, from being an empathetic human being to learning how to be responsible of one's actions. Mothers will guide their children to figure out their goals and values in life as well as teach them the importance of education, manners and more. Mothers will also discipline their children, a skill that will benefit children throughout their journey whether at school, work and in life.

So it’s better to take care of ourselves too to take care of our family. For me, that’s the essence of being a mother.
