The menu included Salmon Sinigang Steak and Caldereta Tiger Pie, just some of the hotel’s creative and modern takes on all-time favorite Filipino dishes.

Government agencies and GCash accelerate digital Philippines transformation, boosting transparency and public service delivery

ARTA, BSP, and DICT team up with GCash for the Nation initiative to push for full government digitalization

In line with the government’s vision to eliminate red tape and corruption, the Anti-Red Tape Authority (ARTA), together with the Bangko Sentral ng Pilipinas (BSP), Department of Information and Communications Technology (DICT), and the country’s leading finance app GCash, convened to champion the complete digitalization of public services. The workshop, “GCash for the Nation: Building Capabilities Toward a Sustainable Digital Ecosystem,” was held at the ARTA premises in the UP-AyalaLand Technohub, Quezon City.

Bringing together leaders from economic, regulatory, and local government sectors, the session underscored a shared commitment that digital transformation is key to transparent, efficient, and citizen-centered governance.

“Digitalization is not just ease of doing business but an assurance against undesired allegations such as corruption. Every time we move a process online, we create a system that is accountable, traceable, and citizen-centered,” said ARTA director general Ernesto Perez.

Government and industry leaders agreed that moving processes online not only speeds up delivery but also ensures every transaction is properly documented and verifiable. However, one major challenge remains—shifting from paper-based audits to digital validation. BSP deputy governor Bernadette Romulo-Puyat highlighted this social shift, emphasizing that building trust in digital platforms is essential for the government’s transformation journey.

“Digital finance must build not only convenience but also trust. Through the years, we’ve already established financial inclusion, and we have now evolved into driving financial health,” she said.

As the country’s leading finance app and largest cashless ecosystem, GCash reaffirmed its commitment to supporting government agencies in adopting paperless and cashless systems. This collaboration aims to accelerate the shift toward e-payments and digital records, improving ease of doing business and minimizing bureaucratic bottlenecks.

“The digital economy reached ₱2.25 trillion in 2024, signaling our shift toward a fully digital future. (At DepDev), we are driving digitalization across planning, policy, and implementation while advancing key reforms to simplify business processes. We look forward to working with all our partners to bring Filipinos closer to a more comfortable and resilient way of life, “said DepDev assistant secretary Reynaldo Cancio.

Through the partnership, ARTA and GCash will roll out capacity-building initiatives for local and national government units, enabling them to develop digital systems aligned with the government’s transformation roadmap. These initiatives include digital payment integration, streamlined records management, and strengthened citizen access to essential services.

“Digital transformation requires both technology and mindset. We’re here to build the digital backbone that allows government agencies to deliver faster, cleaner, and more inclusive services to Filipinos,” said Cleo Celeste Santos, GCash vice president and head of public sector.

“GCash is proud to stand alongside ARTA and our government partners in advancing a truly digital nation—one that enables transparent, efficient, and inclusive services for all,” Santos added.

“Once fully deployed, we will anchor a sustainable digital ecosystem that streamlines transactions, strengthens transparency, and accelerates the country’s digitalization agenda,” said GPPB-TSO Capacity Development Division officer-in-charge Renlay Concha.

GCash for the Nation program brings digital and financial literacy training to different regions across the country. Earlier sessions were held in Pangasinan and in the National Government Agencies cluster in NCR, Eastern and Western Visayas. These will be followed by the next runs in Cagayan Valley on November 25, and Albay on November 27. Through these continuing efforts, GCash remains steadfast in its mission to enable Finance for the Nation by empowering communities, MSMEs, and government partners through digital innovation.

The midpoint arrives with Five Golden Rings, a shimmering spread of cured salmon, citrus, and prawn tartare arranged under a thin mango tuile, the plate glowing with bright, celebratory hues. Six Geese a-Laying leans into luxury with a foie gras brûlée paired with sautéed wild mushrooms and a crown of caviar, softened by edible flowers and another rose tuile that quietly ties it to earlier dishes.

Dessert drifts in early with Seven Swans a-Swimming, where white mousse meets strawberry-mango compote and a dark chocolate swan perched above caviar tones of black, red, and white. It’s more whimsical than sweet, though it manages to be both. Eight Maids a-Milking keeps the playful notes going with yogurt mousse, milk foam, and Earl Grey tea caviar, topped with crisp chocolate that adds a subtle snap.

As the evening builds, Nine Ladies Dancing puts together herb-baked salmon under a crisp dome, surrounded by beetroot and herb foams, pea shoots, and a dandelion flower that adds a tiny flourish of movement. Ten Lords a-Leaping offers the boldest moment of the night with grilled ostrich, lamb, and A3 wagyu, each dressed with a sesame rub that leaves a warm depth lingering on the palate.


The last two dishes return to sweetness. Eleven Pipers Piping presents churros with hazelnut cream, chocolate ganache, mint, gold flakes, and red velvet crumbs, dusted with cinnamon sugar that clings to the fingertips. Finally, Twelve Drummers Drumming closes the journey with duck croquette tucked into baked sweet dough, enriched with foie gras and tartufata cream, then finished with gold dust and edible flowers.

STRAP Demands Accountability as Transgender Day of Remembrance Nears Pioneer Transwomen Coalition Condemns Media Misgendering and Sensationalism in Transfemicide Cases


The nation’s leading pioneer trans rights organization, the Society of Trans Women of the Philippines (STRAP), alongside political organization Ladlad Partylist 2 and advocacy group Verde Creatives, announced a crucial roundtable discussion on November 17, 2 PM at Dark Roast Coffeehouse located in 107 Maginhawa Street, Teacher's Village, Quezon City, addressing the devastating role of media misgendering and sensationalism in reporting cases of transfemicide.

Titled "MEDIA, MISGENDERING, AND MEMORY: HOW STORIES OF TRANSFEMICIDE ARE TOLD," the event, strategically timed during Transgender Awareness Week (November 13–19), just prior to the global Transgender Day of Remembrance (November 20), calls for an immediate halt to journalistic practices that reinforce judicial impunity. The coalition asserts these practices are enabled by the Philippine government's decades-long failure to pass comprehensive legislative protections.



The Crisis of Post-Mortem Erasure

The roundtable is necessitated by a severe crisis of anti-trans violence, with advocates noting that at least 50 transgender or gender nonbinary individuals have been murdered across the archipelago since 2010, a number believed to be significantly higher. STRAP highlights that the media's consistent use of former names and incorrect pronouns — known as deadnaming and misgendering — in reporting these murders constitutes a final, systemic act of violence and historical erasure.

"Every time a transpinay is murdered, the refusal of certain media outlets to use her affirmed name and gender acts as a second, systemic execution," stated a representative from STRAP. "It is the final act of erasure, enabled by the lack of Legal Gender Recognition (LGR) in this country. Our roundtable is a demand to end this dehumanizing practice, ensuring that when we honor our sisters on TDOR, we recognize their truth and hold the systems that failed them accountable."

The Call for Legislative and Journalistic Overhaul


The systemic failure is traced directly to the legislative inertia in Congress. The Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC) Equality Bill has been pending for over 20 years without passage. This decades-long delay conveys a message of institutional indifference that allows discrimination and violence to flourish.

The lack of LGR legislation is specifically identified as the root cause that allows official state misgendering in police and court documents, which the media then adopts, thereby institutionalizing the erasure of the victim's identity.


Ms. Bemz Benedito, Chair of Verde Creatives and a trailblazing transgender leader and former congressional nominee for Ladlad Partylist, emphasized the political cost of inaction.
“We should not be defined by our bodies nor should our sexual orientation and gender identity define our capabilities, skills and strengths. Yet, when media sensationalizes our deaths, they strip us of that dignity. The violence we face is a direct consequence of a state that refuses to pass the SOGIESC Bill. The death toll demands immediate implementation of protective laws and a complete overhaul of how trans lives and deaths are treated in the public sphere.”
By convening during this critical week, the coalition aims to reconnect the fight for modern trans rights with the nation's indigenous history, citing the pre-colonial reverence for gender diverse spiritual leaders like asogs and babaylans, whose acceptance was suppressed by colonial forces. The fight for ethical reporting is thus framed as a fight for cultural recognition and decolonial justice.


THE COALITION DEMANDS:

The Society of Trans Women of the Philippines (STRAP), Ladlad Partylist, and Verde Creatives issue the following non-negotiable demands to the Philippine Government and the Media Industry:

To the Government and Legislature:

1. Immediate passage of the SOGIESC Equality Bill to criminalize discrimination based on SOGIE.

2. Enactment of Legal Gender Recognition (LGR) legislation for trans and intersex people.

3. Inclusion of trans women in Anti-Violence Against Women and Children (VAWC) laws and initiatives to ensure access to gender-based violence protections.


To the Media Industry:

1. Mandatory adoption of ethical reporting guidelines that require the use of the victim’s affirmed name and pronouns, prohibiting deadnaming [Image].

2. Cessation of sensationalism that focuses on graphic or irrelevant details of the victim’s personal life, instead directing coverage toward systemic failures and accountability.


Transgender rights are fundamental human rights. This truth is absolute. When we commemorate those among us whose lives were stolen by bigotry, our purpose transcends grief — it becomes invincible action. Through the ages. like all victims of systemic oppression elsewhere, we forge our collective rage into strategic decisions, into unstoppable mobilization.

To our allies: Our demands are yours; join us in this struggle and you always do, and fight shoulder-to-shoulder with us.

To those in power: Your choice is simple: acknowledge our truth, implement justice, listen and act now, or we will dismantle every obstacle you build each time you create them.

"We are not asking for a future where every transgender person can live freely and authentically. We are taking it. We will secure that victory. And we shall prevail."
